Dr. Carter is a Licensed Psychologist and Licensed Specialist in School Psychology. In addition to private practice, she has provided psychological services in the school settings since 2000. She has taught and supervised graduate students in the UT-Austin and Texas State University school psychology programs since 2005. In addition to practicum and internship supervision courses, she has taught courses on law and ethics in school psychology, academic assessment and intervention, cognitive-behavioral therapy, adolescent development, and a practicum course specifically addressing diagnosing learning disabilities. Additionally, she has provided consultation, training, and presentations to school communities regarding prevention and intervention. While working at UT Elementary School, Dr. Carter analyzed and reviewed Response to Intervention data while monitoring student progress and intervention needs. Dr. Carter also developed a school-wide social emotional learning program with curriculum objectives with some components later implemented in Austin Independent School District. She received training in Second Step and Responsive Classroom programs. She completed additional post-doctoral training under supervision to add the specialization of neuropsychological assessment.


Children and Adolescents

Dr. Carter's areas of expertise in assessment include learning disabilities (including dyslexia/dysgraphia), emotional and behavioral disorders, ADD/ADHD, and autism spectrum disorder. She is also able to complete counseling evaluations and functional behavioral assessments/behavior intervention plans. She has extensive knowledge of grade level requirements, development in academics areas, and academic interventions. Dr. Carter has experience completing Independent Educational Evaluations examining eligibility, placement, IEP goals, and IEP progress monitoring. Her experience practicing psychology in public schools for over 10 years as well as teaching graduate students about special education law gives her a unique ability to work with clients and parents to recommend appropriate educational interventions and accommodations and to provide guidance with regard to navigating school systems. Having worked in elementary, middle, and high school settings and supervising many graduate students while working with families, she has a strong working knowledge of districts, charter schools, and private schools across central Texas.


Adult Clients

Dr. Carter has completed many evaluations for individuals seeking accommodations for higher education after creating an on-campus assessment center at UT Austin in 2016. She completed additional training under supervision and added a specialization in adult neuropsychological assessment. She completes evaluations for students with serious emotional disorders with and without low cognitive functioning placed in residential treatment as well as neuropsychological evaluations for adolescents and adults post-traumatic brain injury or vascular incidents. She also  regularly completes evaluations for adults with dementia-related disorders.
